LONGVIEW — Jacquelene “Jackie” Joy (Cartwright) Phillips was the first born child of Betty Miller Cartwright and Jack Cartwright. Jackie came into this world on December 16, 1934 in Los Angeles, California, and quietly left us on November 6, 2018 in Longview, Texas from complications with Alzheimer’s disease.
Jackie was raised on the family farm in Dimmitt, Texas, and was very active and successful during her school years in Dimmitt. she played basketball and volleyball, was a cheerleader, played in the band, was an officer in NHS and FHA, and was voted “Most Beautiful Girl” in the high school. That beauty never dissipated throughout her life, only grew both inside and out.
Jackie was married to Conrad Clark for 10 years and had two daughters, Pam, born in Dimmitt, and K’Dawn born after the family moved to Clovis, New Mexico. Jackie was a woman with many strengths and talents. She worked as a Mountain Bell Telephone operator and recorded messages Mountain Bell used for many years. She served as secretary of her local union then became vice-president of the New Mexico State AFL-CIO. In the late ‘60’s, she began managing several lounges in Clovis during which time she married the love of her life, Glenn Phillips. They traveled extensively in the early ‘80’s with his oil field job, then settled in Lubbock, Texas. In the 30 years she resided in Lubbock, her career path broadened. She was in the horse racing business with her daddy, Jack, she worked for American Bank of Commerce in Wolfforth several years, she earned her real estate license and became a realtor with Cogburn Real Estate, then Jackie began her own business, JP Property Management. She also owned Phillips and Singleton Investments managing several funeral homes, commercial properties, real estate, and stock investments.
Jackie was active in the Lubbock community wanting to be a part of the town she loved so dearly. She supported Texas Tech University and loved the Raiders - Guns Up! She was an active member with the Lubbock Area Republican Women, Lubbock Women’s Club, Lubbock Chamber of Commerce, Lubbock Association of Realtors, and the ABC Bank Ladies. Jackie could often be found enjoying herself and entertaining at her three favorite places - The Lubbock Club, Lake Ridge Country Club, and the Cactus Theatre.
Jackie had a heart for helping others and strongly believed in the empowerment of women. She was fiercely independent. Unfortunately, Alzheimer’s robbed her of her independence and she moved to Longview in 2010 for her daughter K’Dawn to care for her in her home and later in memory care. Even though the disease quickly took away the independent Jackie, she still had an impact on her care providers as they all loved “Ms. Jackie.”
The family would like to thank all of her care givers at Heartis Longview for the exceptional care provided during the years she was in memory care. A special heartfelt thanks to Donna LaGrone, Dorte Berg, Amber McEntire, Kena Williams, Shannon Vatee, Steven Williams, Jaycee Moore, Krystal Shelby, and Nancy Newman for treating her with such love, respect, and dignity, along with visiting caregiver LaShonda Buchanan. A huge thank you to Heritage Hospice for their loving care and support as well.
Jackie beat to her own drum and was not your typical mother, grandmother, sister, or aunt, but in her own way loved and impacted her family members’ lives. Left to honor her unique love are her two daughters Pam (and Bobby) Lockmiller of Texico, New Mexico and K’Dawn (and Mark) O’Rear of Longview , Texas; grandchildren Trace Lockmiller of Austin, Texas, Tara (and Tony) Harbuck of Lubbock, Texas, K’Leigh (and Joseph) Ware of Kopperl, Texas, Kelcey Scroggins of Waxahachie, Texas, Chad (and KC) Scroggins of Caddo Mills, Texas; and great-grandchildren Tyler and Taylen Harbuck; Kynzie, Josslyn, Addylene, and Clara Ware; James, Cannon, and KK Scroggins. Jackie is also survived by her brother Jerry Cartwright of Dimmitt, Texas, and five nieces and one nephew.
She was preceded in death by her parents, Jack and Betty Cartwright, her husband Glenn Phillips, her brother Edwin Cartwright, her sister Dee Lowe, and her nephew Logan Cartwright.
Visitation will be held 12:00-1:30 p.m. on Saturday, November 17, 2018 at Combest Family Memorial Chapel with services beginning at 2:00 p.m. Entombment will follow at Resthaven Memorial Park Garden. Donations can be made in honor of Jackie to the East Texas Alzheimer’s Alliance at www.etxalz.org.

We’re blessed,” said John Scroggins [tbc], president and CEO of Unity. “It’s been overwhelming.” Scroggins said eight to 10 people open accounts in a typical week. Scroggins said a local pastor told him he would withdraw his money from Chase Bank and hand Unity a check for $250,000. “I’ve been in the lobby shaking hands and thanking customers,” Scroggins said. He described them as African-American men and women professionals. “One customer told me, ‘The cause is worth the wait.’” The cause, Scroggins said, stemmed from recent, high-profile police shootings of black men. “But,” he said, “the cause quickly turned to a social consciousness about black empowerment and supporting black-owned businesses.” Scroggins said he plans to continue re-investing in the black community by approving more small-business loans.
