Virginia Scroggins Tippit [tba:dau/36202:S], passed away September 15, 2016. Her husband, Jack J. Tippit precedes her in death. They were married 48 years. Virginia was born in Columbus, Kansas and raised in Harrison, Arkansas.
She was employed at The First National Bank of Houston. She helped with the merger of First National and City National to form First City National Bank. She was promoted and elected to Trust Operations Officer and Assistant Cashier in the Trust Division. Virginia was on one of two women elected that had ever become a woman officer in any bank at that time in 1972. She retired in the 70's. Virginia has been a member of The First United Methodist Church since, 1977. She was an active member of The Human Potential Sunday School Class of that church.
Visitation will be held, Monday, August 22, 2016 from 5:00pm until 6:00pm., followed by the funeral service beginning at 6:00pm, in The Morrow Chapel at The Settegast-Kopf & Co. Funeral Directors, 15015 Southwest Freeway. Sugar Land, Texas 77478. Officiating will be Rev. Henry Milligan. Following the funeral service a reception will be held in the family events room adjacent to the chapel. Interment will take place on Tuesday, August 23, 2016 at Houston National Cemetery alongside her Air Force husband, Jack. In lieu of flowers memorial contributions may be made to The Alzheimer's Association , 2909 W. Holcombe Blvd., Houston, TX 77025.

Carol Allison Lutgen, 87, resident of Lake Havasu City, Ariz. for 34 years, passed away on Friday, Aug. 12, 2016 at her home in LHC. She was born Nov. 16, 1928 in Redwing, Minn., to George M. Stickles and Reva K. Scherfenberg. Carol was the seventh child of eight with her brother, David Stickles of Las Vegas being her only living family member. The family moved to Minneapolis, Minn., while Carol was in high school. She graduated from South High School in June 1946. Meeting the love of her life, Orville F. James Albert Scroggins [37007], age 77 of Milan, went to be with the Lord on August 18, 2016. He was a dedicated loving father, and a trusted friend to all who knew him and his service to others. He had worked as a brick mason and contractor over 55 years. He was also an ordained minister of the Baptist faith, where he led countless souls to the Lord.
Funeral services will be held at 2pm Sunday, August 21, 2016 at the Bodkin Funeral Home with burial to follow in the Oakwood Cemetery in Milan.
Visitation with the family will be held Saturday evening from 5pm until 9pm at the funeral home.

Jeff Scroggin, who was Bates’ legislative chief of staff for two years, says his former boss is the leading architect of the Oregon health-care system that we have today.
“He is legitimately the father of our current health-care transformation,” Scroggin says. “He was a mentor, like a father to me.”
Scroggin, who is at the Oregon Health Authority, says Bates worked closely on crafting legislation for health-care reform with former Gov. John Kitzhaber, also a doctor, but also with many other members of the Legislature from both political parties.
“One of the things that made him special is that he was a moderate, and he was bipartisan,” Scroggin says.
Scroggin, who ran for Jackson County commissioner in 2012, says it will be difficult for Democrats to find a replacement to fill Bates’ shoes in the Legislature.
“In my opinion, he is literally irreplaceable,” Scroggin says.
