The tragedy is recorded July 31, 1925 and begins with Omer Plumlee and Homer Scroggins [18884:S] were killed by a dynamite blast while working on the Hill Top to Harrison road. ... Homer Scroggins was about 17 years of age. His parents are Mr. [4891:S] and Mrs. [4892:S] Sam Scroggins of near Hill Top.

Jacob Jeffrey Scroggin [54851], 42, Harper, Kan., was arrested early July 8. He was charged with the felonies of kidnapping (two counts), aggravated assault with a deadly weapon (three counts) and false imprisonment.  Scroggin was also arrested on misdemeanor charges of use of a firearm while under the influence of alcohol and carrying a weapon openly. ... According to an arrest report by Deputy Jose Garduno, of the Okeechobee County Sheriff’s Office (OCSO), Scroggin pulled a loaded gun on three people at the Racetrac store, 1596 S.R. 70 E., around 2:49 a.m.  The man, continued Deputy Garduno, had apparently been drinking.  At one point Scroggin allegedly pulled the magazine out of his 9mm handgun to show the victims it was loaded ... The 17-year-old driver of the vehicle reportedly told Deputy Garduno that Scroggin was “very aggressive” and that he tried to leave several times but the Kansas man would not let him.  Also in the car was another 17-year-old male and a 20-year-old woman.  At one point, Scroggin reportedly pointed the gun at the 17-year-old male passenger’s body and his forehead.  The two young men reportedly told the deputy Scroggin was acting strangely and saying “weird stuff.”

Cindy Scroggins [54526, tw, LI], who had been assistant superintendent in the School City of Whiting, was named superintendent, replacing longtime Superintendent Sandra Martinez. ... Whiting’s new Superintendent Scroggins said her goal for the upcoming school year is to maintain a focus on student achievement, instructional practices and academic growth for all students.  “I will be working with the Board of School Trustees to set priorities for spending to ensure the budget is aligned with priorities and to maintain responsible and accountable fiscal planning,” she said.  “One of my long-range plans is to implement a 1-to-1 technology plan. I also will be working on initiatives such as an effective new teacher mentoring program in order to recruit and retain highly qualified staff,” she said.
